DM Hole Leads To Alleged US$140k Kickback

March 10th, 2006: A Nevada-based government official responsible for the management of sensitive records including marriage certificates and land registrations has been suspended due to alleged kickbacks.

Clark County Recorder, Fran Deane, is accused of receiving US$140,000 from the owner of the American Document Co, Monty Miller in exchange for early looks at business-sensitive documents vested with the county's office.

It is alleged that US$10,000 of this sum was received for access to a single disk containing the master records of documents filed at the office. Computer disks as aside, local police have already raided Deane's house and taken away box loads of the paper documents which had yet to be entered into any digital document management system.

The opportunity to pass on files such as 'default documents' - records of mortgage defaults for example, which would enable early purchase and advantage - arises in the interim between receipt and entry into the public record - filing.

This gaping flaw in the document and records management process once again highlights the fact that simply accepting workflow without constant reinforcement of security checks can lead to the kind of crime that can infect entire organisations.
