DIMA Signs $200m deal with IBM to implement “Systems for People” and an RM overhaul
October 2nd, 2006: The Department of Immigration and Multicultural Affairs has signed a $200 million, three-year deal with IBM as part of its $495 million Systems for People program.
IBM has been the preferred partner since June 2006 and 150 of IBM’s staff have already commenced working with the department.
In June this year Parliamentary Secretary Andrew Robb said, “The Systems for People change program was announced in the 2006-07 Budget following independent reviews of the Department’s information technology and records management systems.”
Born out of recommendations from the Palmer Enquiry after DIMA’s unlawful detention of Cornelia Rau and deportation of Vivian Alvarez Solon, the Systems for People overhaul of IT and records management systems is due to be completed by 2010.
One of the hurdles Robb says DIMA faced was the “huge number of databases, both in Australian and overseas”. The new portal-based approach, said a spokesperson for DIMA, will enable workers to access all databases to give a single, comprehensive view.
Key priorities of the program include:
- providing a single view of the client’s dealings with the department.
- Establish consistency in work processes and decision making and underpin decision-making with effective record keeping and quality.
- Reduce fragmentation of information, data and systems
- Significantly improve decision-making by providing staff with clearer operating instructions and appropriate decision support tools.
- Deliver comprehensive client-centric processing for all DIMA staff based on the various business roles they perform.
- Improve data quality, data completeness and accuracy.
